Institutional Capacity Building and Governance is a vital component in enhancing the Central Tibetan Administration (CTA)’s ability to serve the Tibetan community in exile with greater effectiveness, accountability, and transparency. This program aims to strengthen the operational efficiency and long-term sustainability of CTA and its affiliated institutions by investing in human capital, upgrading administrative systems, and fostering good governance practices.
Key initiatives include induction training for new staff, customized learning pathways through Individual Development Plans (IDPs), and specialized workshops for senior officials, accountants, and administrators—each designed to build a capable, ethical, and results-oriented workforce.

SARD plays a pivotal role in managing and coordinating these capacity-building initiatives bymobilizing donor resources, facilitating technical assistance, and ensuring effective program implementation.
A flagship example is the USAID-funded CTA Capacity Building and Sustainability Initiative (CBSI), implemented in partnership with the National Democratic Institute (NDI), which focused on enhancing leadership, strategic planning, and institutional management within CTA and Tibetan settlements.
By leading such initiatives, SARD reinforces the CTA’s capacity to meet evolving governance demands and to function as a resilient, responsive institution that upholds the vision and welfare of the Tibetan people.
