Description

This program reflects the CTA’s commitment to protecting Tibetan refugees and promoting human rights in Tibet and democracy in exile. Through international advocacy, including active advocacy at the UN Human Rights Council (UNHCR) and initiatives like the Geneva Forum, it raises global awareness of China’s human rights violations in Tibet and builds alliances with human rights defenders and pro-democracy voices from other regions under Chinese control.
At the grassroots level, the program strengthens democratic institutions by training Local Tibetan Assemblies in parliamentary procedures, budget policies, and governance practices.

This empowers community members to actively participate in decision-making and hold public offices accountable. In parallel, the program provides essential humanitarian support to vulnerable Tibetan refugees in India and Nepal, including monthly stipends and basic services.
By integrating relief, advocacy, and democratic capacity building, the program enhances the resilience of the Tibetan exile community and contributes to global efforts to uphold human rights and democratic values.
