Mr. Sikyong Penpa Tsering
Finance Kalon
Sikyong (President) Penpa Tsering, born in 1963 in Bylakuppe, India, excelled academically and holds an Economics degree from Madras Christian College. He held roles including heading a private export enterprise and a restaurant. His student days saw him as General Secretary of Tibetan Freedom Movement and Nigerian Tibet Friendship Association. He served as Executive Director at the Parliamentary and Research Centre and Speaker of the 14th Parliament. Repeatedly elected to the Tibetan parliament-in-Exile, he represented His Holiness the Dalai Lama in Washington DC from 2016-2017.

Secretary Tsering Dhondup Gyangser was born in Shimla. After completing his studies, he joined the Central Tibetan Administration in 1996 as a junior clerk and thereafter ascended to various positions till his latest appointment. During these periods, he has served in various departments and offices, such as the Department of Security, OOT Paris, Bureau of His Holiness the Dalai Lama, New Delhi and Tibetan Reception Center (Dharamshala).

Lobsang Tenzin, the new SARD Director, brings over 20 years of development program expertise. Formerly a senior M&E officer at SARD since 2017, he began his career in the Department of Home and the Planning Commission as a program planning officer. With an MA from Delhi School of Economics, India, and an MSc from the Asian Institute of Technology, Bangkok, his diverse background enables a deep understanding of development initiatives.

Tashi Wangdue is a Senior Program Manager at the Social and Resource Development Fund
(SARD), operating under the CTA’s Department of Finance. He brings expertise in project management and coordination, having actively contributed to diverse CTA development initiatives. Academically, he holds an M.Phil in Economics from Madras Christian College. He received his education at the Tibetan Homes Foundation, Mussoorie. Outside of his professional life, he enjoys hiking and sports.

Mr. Thupten Rinzin

Thupten Rinzin is a Program Manager within the Social and Resource Development (SARD) department, joining the Central Tibetan Administration (CTA) in November 2023. He brings over a decade of experience to the role, having initially joined the CTA’s Department of Home in January 2014 as the Program Head for the Youth Empowerment Support (YES) section. He also previously served a period leading the India Tibet Coordination Office (ITCO). Academically, he holds an MBA in Finance from the University of Arkansas, USA, and an M.Com in Banking and Insurance from M.S. University, Vadodara.

Tsepak Wangmo serves as a Program Officer for the PRM Program, where she coordinates closely with various offices of the Central Tibetan Administration (CTA). In this capacity, she also manages the Tibetan Refugee Livelihood Support Program, an initiative dedicated to strengthening economic resilience by providing financial support to Tibetan entrepreneurs and business owners.
Tsepak holds a Master’s degree in Political Science from Indira Gandhi National Open University (IGNOU).

Sonam Dolma

Ms. Sonam Dolma

Sonam Dolma has significant experience managing the NDI program. Her key responsibilities include working closely with various departments to collect project proposals, preparing and submitting monthly and financial reports, and providing guidance and program-related information to support effective implementation. She completed her schooling at CST Chandragiri and CST Bylakuppe and holds both a Bachelor’s and a Post-Bachelor’s degree from Panjab University.

Dolma Lhadon serves as the Program Manager for the US grants (PRM and DRL) and the EU grant, as well as the Monitoring and Evaluation Officer for the Global Affairs Canada grant. Her role involves submitting programmatic and financial reports, managing budgets, overseeing program implementation, engaging stakeholders, conducting data analysis, and documenting project files. A civil servant at the CTA since 2017, she holds a Master’s degree with Honors in English Literature from Panjab University.

As a Project Officer, she manages key initiatives, including the Solar Project funded by the Swiss Council and the translation of the Ayur Gyan Nyas curriculum supported by Wise Dana. Her work focuses on project planning, departmental coordination, and strengthening development programs for Tibetan communities in exile. She previously contributed to capacity-building initiatives under NDI. She holds a Bachelor’s degree in Mass Communication from St. Anthony’s College, Shillong.

Tenzin Chodon is a Project and Finance Officer at the Social and Resource Development Fund (SARD), Department of Finance, CTA. She handles the financial planning, budgeting, and reporting for the TESC program. Additionally, she oversees the summer and winter sweater loan schemes, ensuring their smooth operation and adherence to financial guidelines. She completed her schooling at CST Mundgod and earned a Bachelor’s degree in Psychology, Sociology, and Economics from Jyoti Nivas College, Bengaluru.

Jamphel Sherab is a Program Manager and Monitoring, Evaluation and Learning (MEL) Officer at the Social and Resource Development Fund (SARD), with eight years of experience in programme management and results-based reporting. He manages the Tibet Corps volunteer programme and the Friedrich Naumann Foundation (FNF) programme, overseeing planning, coordination, and monitoring to ensure impactful support to the Central Tibetan Administration and the wider Tibetan community.

Jamphel Sherb is a Tibet Corps Coordinator and monitoring and evaluation officer for Social and Resource Development (SARD) and has nearly 6 years of experience monitoring and evaluating numerous initiatives and programs in the education sector. Adept at designing, data collection, analyzing and implementing M&E systems for SARD projects. He received an honor degree from Physics from Delhi University.

His responsibilities encompass managing day-to-day accounting operations, preparing financial statements, drafting annual budgets, and ensuring strict compliance with all regulatory requirements.
